Tariff Simulator Philosophy

The tool is targeted towards trade compliance professionals who already have their HTS codes. Accordingly, the search bar is only based on the HTS language, not common language. For example, “computers” does not appear in the search since these are considered “Automated Data Processing Machines” of heading 8471 in the HTS language.

The data powering this tool is based on official announcements only. Anything that is on social media, stated at press conferences, or said in news media by the administration will not be incorporated into the tool. Only Federal Register Notices, Executive Orders, or CSMS based guidance will be incorporated into the calculator.

This tool is intended to automatically apply or remove special codes based on dates, exclusions, or other data inputs. As you change input data, special codes will appear and disappear based on the published rules from CBP.

    General Usage

    • What is the best way to calculate U.S. import duties?

      With the Flexport Tariff Simulator, calculating U.S. import duties is simple.Enter your 10-digit HTS code, choose the country of origin, adjust parameters such as entry date or steel/aluminium content if prompted, and click "Calculate". The tool fetches the current MFN duty plus any Section 301, Section 232, or safeguard surcharges and shows the total percentage and amount.

    • Is the Flexport Tariff Simulator updated for the latest Trump-era Section 232 and IEEPA tariffs & exclusions?

      Flexport implements changes to the tool as soon as possible after they are published in the Federal Register. The calculator shows a last updated date for the data.

    • Is the full 10-digit HTS code needed for calculating import duties, or will 6 digits work?

      In the U.S., duties are calculated based on 10-digit HTS codes. The Flexport Tariff Simulator will require your 10 digit HTS code in order to complete the calculations. There is a search function for HTS codes using English descriptions for assistance in finding a code.

    • What is the best way to compare duty rates for China versus Vietnam (or any two countries) using the Flexport Tariff Simulator?

      To compare the duty rates between two countries, run the first country, note the rate, then switch the origin dropdown and recalculate.

    • Does the Flexport Tariff Simulator account for free-trade agreements like USMCA?

      Yes. If the commodity and origin qualify, the simulator shows a "Preferential Rate: 0%" badge and surfaces the corresponding special program indicator (SPI), such as "S" for USMCA.

    Data & Updates

    • Where does the tariff data come from for the Flexport Tariff Simulator?

      Core rates are pulled from the U.S. Harmonized Tariff Schedule (HTSUS). Surcharges are layered from USTR notices, preference programme tables come directly from CBP guidance. We carefully compile additional tariffs from multiple sources such as Federal Register notices, USTR notices and executive orders.

    • How often are the duty rates updated?

      The Flexport Tariff Simulator data is updated on a best-effort basis, typically within a day or two after a major tariff change is official. The last updated date for the data in the calculator can be found after selecting an HTS code. The tool is able to review rates and effective dates back to January 1st, 2025.

    Duty Types & Limitations

    • Are anti-dumping (AD) or countervailing (CVD) duties included in the tool?

      The Flexport Tariff Simulator can flag for anti-dumping (AD) or countervailing (CVD) duties, but it cannot determine with certainty these duties based on the information provided. An HTS flag does not determine whether a good is subject to AD/CVD. It is the language in the scope of the AD/CVD orders which determine dumping applicability.

    • Is the Flexport Tariff Simulator free to use?

      Yes, the tool is 100% free. Flexport built the simulator as an open resource for the trade community. If you need deeper classification help or compliance consulting, you can reach out here.

    • Are there any limitations to the simulator?

      There are a few, which will be solved in future iterations of the tool. The current limitations are:

      1. Watches, clocks, and GRI 1 sets/ensembles are not yet supported.
      2. These rates does not include any HMF, MPF, informal fees, IRS taxes, or any other miscellaneous fees collected at import. HMF and MPF are calculated and displayed in the results if they are applicable.
      3. GSP is currently expired, and the SPI field does not support GSP claims (neither removing duty nor MPF).
      4. Not all Chapter 98 or 99 programs are supported at this time.
      5. FTZ toggles and data elements regarding privileged dates are also not included currently.

    Section 232 Tariffs

    • What are Section 232 tariffs?

      Section 232 tariffs are trade measures imposed under Section 232 of the U.S. Trade Expansion Act of 1962, which allows the President to adjust imports if the Department of Commerce determines that they threaten to impair national security.

    • Which products are covered by Section 232 tariffs?

      Section 232 tariffs currently cover steel, aluminum, and a growing list of their derivative products, which now include wind turbines, mobile cranes, bulldozers, railcars, furniture, and other heavy equipment. Other products, such as automobiles, are also subject to Section 232 tariffs, and investigations are ongoing for others, including pharmaceuticals and semiconductors.

    • How much are the Section 232 tariffs?

      The current Section 232 tariff rates are 50% for most imported steel and aluminum products, effective June 4, 2025, though products from the United Kingdom are exempt and remain at a 25% rate. These tariffs apply to various steel and aluminum articles and certain 'derivative' products that contain these materials.

    • Which countries are affected?

      Section 232 tariffs on steel and aluminum affect imports from nearly all countries, including major trading partners like Canada, Mexico, the European Union, Japan, and Australia, with a 200% tariff on aluminum from Russia.

    • Are Section 232 tariffs eligible for duty drawback?

      National security tariffs on steel and aluminum imports are not eligible for drawback recovery regardless of export activity.

It uses latest updates by U.S. Customs and Border Protection (CBP) and U.S. International Trade Commission (ITC) to determine the duty rate. Tariff Simulator incorporates shipment information such as entry date, steel/aluminum/copper content, and country of origin to determine the extra HTS codes that apply to the commodity code.
